Hi, @Double-Zee! I think "yoke" has a figurative meaning here. A "yoke" is a device used to attach a pair of animals to control/dominate them. It's a set phrase in Spanish: "vivir bajo el yugo de la dictadura." (Fun fact: It sounds the same as "yolk") : D

The guy in the clip is Fernando Alonso, a popular Formula One driver. The "joke", if you want to call it that, is that he was so angry the first time he said the word joke, he mispronounced it as yoke. I'm afraid that's all there is to it 😅.
