What does "is held of" mean in the following context, please?
"A climate policy that is only based on the demand side (sponsoring renewables) is held of a climate policy."

To be honest, it looks incorrect to me. I would assume that it was a typo, but I can't imagine what the "fixed" version would even be.

What do you think they're trying to say here?
I think it might mean that that sort of climate policy is not a very good one. The only way I can think to correct it is: is a hell of a climate policy
Possibly is hardly a climate policy or is not held to be a climate policy (meaning "not considered to be a climate policy"")
