Your text is perfect, but I have a small suggestion. Actually, the word だらだら can be used not only for a person being lazy, but also when something written or said is too long or boring. So in this sentence, people might think the French book itself is boring. If you use the expression だらだら過ごす (to laze around), it will be easier to show that it's the person who is being lazy. The way you used あまりに is fine.

先々週図書館でフランス語学習の本を借りましたが、あまりにだらだら過ごしてて、この本をまだ読んでません。
Some people might prefer to write 過ごしていて. My use of してて is casual for text like this.
また、私風になおしてみました。どれが、正解というのは、ないので、私風も参考にどうぞ~。フランス語も日本語も勉強されてらっしゃるのですね。すごいです。
