I’m not sure what you mean by growth hair. Do you want to say your dog has thick fur?
I don’t think hard is usually used to describe wind. You can say the wind is blowing hard, but you can’t really say hard wind. You could say super windy or really windy. If you want to use more advanced adjectives, strong wind, relentless wind and ferocious wind could work too.
