How are everyone feel importance on every day shopping and cleaning?

My friend lives on wheelchair, he can't cleaning and shopping by himself.

His room has full garbages if someone isn't cleaning, and if no-one isn't shopping, he is nothing any foods for eating. And then, if he asks someone, he has to pay the fee for the service.
