A town has the authority to put up traffic signs. The signs were not cheap. The sign costs $350, concrete about $50, plus the labour. But there's also traffic survey, the town hall meeting. After all that, it can cost about a thousand dollars. And if you are running a town, you're not just putting up signs. You have got to worry about the existing signs. Traffic crash them. Children vandalize signs.

The Manual of Uniform Traffic Control Devices is the federal guidelines. Kevin, the director of infrastructure policy says, the manual is the standard which governs all national traffic control devices.
